Why the other non-champions in the HOF?

I would like to know why those other non-champions are not inducted into the International Boxing Hall of Fame, except some of them are in like Wills, Langford, McVey, Jeannette, Stribling and more are in the old timer list. Also Charley Burley and Jimmy Bivins are inducted in the modern list. So why they not added more like Cooney, Lyle, Shavers, Mathis, Zora Folley, Cleveland Williams, Oscar Bonavena, Jerry Quarry, George Chuvalo, Jimmy Young, Eddie Machen, Nino Valdes, and etc on the the modern list, even Yaqui Lopez, Bennie Briscoe. Then the old-timer fighters with Buddy Baer, George Godfrey, Tony Galento, and etc. So why they didn't add more guys who should be and they leave them out like they were garbages?

Because they are trying (although putting Laszlo Papp in is kinda screwing, especially since it's a PRO boxing HOF) to keep some level of standards? By putting in every potential contender, you lower the bar even further. Although some guys like Zolley, Williams, Machen, etc. could be potential candidates in my eyes...

I'll put any contender mentioned in the IBHOF except for Gerry Cooney. :D :D :D :D

How about Del Flanagan and Gil Turner. I think they were pretty good. other non champs could be Gaspar Ortega, Florentino Fernandez, Orlando Zulueta, Gregorio Peralta, Holman Williams, Leroy Marshall, Jack Chase, Elmer Ray, and Art Aragon
