what are these suspensions for?

Jamal woods has only just fought but seems to be suspended by some authority for a brief period?

A lot of these just seem to be temporary even if the fighter wins, maybe to stop them from fighting straight away.

Interestingly I noticed that Woods lost to Rydell Booker in his previous bout, I wonder why he came back after fourteen years out...
