Rios is shot but Gatti is dead so I'm going with Rios on points.

At his peak, Gatti was way better than Rios. But now he's like... super dead, so I don't know why we're talking about him in Current Scene.

Gatti was more skillful, he actually wasn't only about brawling and he could use that.

I'd go with Gatti and clearly. It would have been a war though, I see Gatti as the more complete fighter though and he would have outboxed Rios.
