Morrison versus Tomashek

On page 6 of the November 1993 Boxing Monthly Graham Houston writes:

'The WBO have decided to treat Tommy Morrison's four-round win over Tim Tomashek as a non-title bout. The WBO say their on-site supervisor exceeded his authority in approving the late substitute as a championship challenger.'

This bout is still listed as a WBO title fight on Boxrec. Did the WBO later change their mind again about this fight?
