Pac's 7 losses don't reflect the consistent high calibre of his opponents but maybe the number of wins outweigh this?

There are a lot of guys on the UK scene with losing records who are actually quite handy. Soko as mentioned is one, another is Anthony Fox.

Oliver McCall with 14 losses and Danny Williams with 28, as they should've both retired at least 15 years ago.
