I wouldn't complain if he got in, but Santos Laciar, who defeated him and is more deserving, hasn't made it in.

In agreement with this. Betulio wouldn't be out of place in IBHOF, but there are other flyweights waiting to get in in front of him in a line... Santos Laciar & Masao Oba at very least.

Edit. Okay, I found him but I do not understand how he is in "Old-Timer" category??? As is Yoko Gushiken. They are decades more contemporary than anyone else on that side...
Has it been a sidedoor for guys who are worthy but whom majority American voters wouldn't vote in???

I would lean towards "yes" but unfortunately he won't sell tickets and a lot of the voters don't really know much about fights that happened off American TV or outside of America or Europe.
The likes of Lionel Rose, Rafael Herrera, Chucho Castillo, Gilberto Roman, Santos Laciar, Hiroyuki Ebihara, Horaco Accavallo, Pone Kingpetch, Jose Medel, Jose Legra, Johnny Famechon, Rodolfo Martinez, Jose Becerra etc; etc; fall under this category of being either totally deserving or borderline/probably yes who won't get a look in but Danny Garcia, Keith Thurman, Guillermo Rigondeaux, Deontay Wilder etc; will get a push.

This one of many recent similar threads and the general conundrum, perfectly described here by Chris, sums up these ridiculous Halls of Fame perfectly. Why does anyone actually care who should be in and who shouldn't.
