Hamed never fought for a world title in super bantams, Morales came way too late (debuted 1993, relevant at all only starting from 1995 - so half a decade), Kennedy McKinney comes behind Vuyani Bungu in any criteria (lost twice to head-to-head, shorter title reign too). Junior Jones had a very brief career in super bantams - basically just 6 fights.
With all those guys disqualified from discussion, I'd say that the top 3 super bantams of 90's in reference to their ACHIEVEMENTS were Barrera, Wilfredo Vazquez and Daniel Zaragoza.

Overall, I rate Barrera higher than everyone mentioned, but with only the 90s being taken into account it's Morales.
