Agree with both. Perhaps hold judges to account by allowing public scoring through an app for televised events and investigate huge disparity in scoring with the public and judges. Demote judges and refs if needed and promote more with a fresh perspective.
I'd stop sanctioning top 20 guys against guys outside the top 100. Maybe come up with some formula to stop total mismatches beyond the early stages in their career.
Stop promoters from choosing refs and judges for an event.
Use a formulaic ranking system (such as Boxrec) and sanction fights based on a highest available basis, move down the rankings rather than whoever promoters want to fight for the belt which seems to happen a lot now.
1 year minimum ban for doping if it was some sort of mistake, 2 years minimum for first time offence proven to be on purpose but 4 years for more serious offences (Jarrell Miller scenarios) and lifetime ban for second offence if proven to be on purpose.
Make the decision-making and overall running and control of the organisation more transparent and not a closed book of old mates like the BBBofC looks like.
