According to record keeper Bob Yalen, Zarate was in prison in the early 1970's and wasn't boxing. However, his record contains bouts that are supposed to have taken place at that time. Did Zarate's manager make up these fights ?
I read this in a back issue Sports Illustrated profile of Yalen.

According to the article, Zarate admitted it's true.

I'm friends with Zarate and talk to him a lot. I'll be seeing him in March, I will ask him. Easier to ask such a question face to face I feel than over the phone. Zarate is a very honest guy, even if the truth isn't flattering to him and I've never heard the story. I do know that Mike DeLisa said one of the earlier fights, like his 4th fight, could not be verified anywhere.
