Who Beat The Most Hall of Famers And Isn't In The Hall of Fame?
Must be guys who are already eligible for the hall.
I'll start us off with Kid Tunero, who beat Ezzard Charles and Holman Williams.

Chris Byrd beat two(Vitali and Holyfield) and so did Greg Haugen(Camacho and Mancini), if at some point in the future Stevie Johnston Joel Casamayor and Diego Corrales get inducted then José Luis Castillo would have wins over three(but by that point Castillo would almost definitely be inducted anyway).

Junior Jones won 3 fights against hall of famers and isn't in the hall himself. He beat Marco Antonio Barerra twice and Orlando Canizales once.

sor had a great run, unfortunetly he's never been in the same form again and had personal issues, but winning as underdog 3 fights in a row vs p4p level opposition is some hot sheeyat
