Must be guys who are already eligible for the hall.
I'll start us off with Kid Tunero, who beat Ezzard Charles and Holman Williams.
Any advance on two? Can I get a three?

Chris Byrd beat two(Vitali and Holyfield) and so did Greg Haugen(Camacho and Mancini), if at some point in the future Stevie Johnston Joel Casamayor and Diego Corrales get inducted then José Luis Castillo would have wins over three(but by that point Castillo would almost definitely be inducted anyway).

Johnny Risko had 7 - Loughran, Walker, Baer, Sharkey, Delaney, Slattery, and Godfrey.

Junior Jones won 3 fights against hall of famers and isn't in the hall himself. He beat Marco Antonio Barerra twice and Orlando Canizales once.

Muangchai Kittikassem vs Sot Chitalada 1 and 2 & the classic come from behind KO of Jung Woo Chang (provided Chitalada is ever inducted)
Khaokor Galaxy v Wilfredo Vazquez and Sung Kil Moon (provided Vazquez, a three weight champ with a win over Orlando Canizales among other triumphs - and Moon - regarded as a little titan in his day - ever get in).
Jose Luis Ramirez - the robbery of the year "win" over Pernell Whitaker and fight of the year revenge KO of Edwin Rosario.
as already mentioned, Frankie Randall's great first fight with Chavez and great second fight and revenge win over Rosario.
Srisaket Sor Rungvisai, controversial fight of the year win over Roman Gonzalez, emphatic rematch KO win and points win over another great, Juan Francisco Estrada. 3 of the best away from home wins by a Thai, prior to a string of disappointing performances. Gonzalez and Estrada are heading towards the IBHOF without a doubt, having participated with distinction is a classic era of super flyweight championship fights.
