I say Fletcher wins on points. That's because, in late 1982, Frank was a top-rated contender while Czyz was just an up-and-coming prospect. The difference in experience would be telling.
It would be interesting because, even at his best, Frank was hittable and he could be hurt. Bobby had pretty good power, a high ring IQ, and knew where to place his punches. For these reasons I envision Fletcher being in trouble from time to time as the rounds unfold.
But overall, Frank would keep Bobby on the run, and in so doing, rack up a comfortable lead in points.
If these two fought in later years, let's say in the mid-1980s at the 168 lbs weight class, I'd pick Bobby. That's because Fletcher was burned out by that point in time whereas Czyz had acquired more experience and packed better power at the higher weight class.
