He was born in Puerto Rico. Why Boxrec has him listed as being born in Cuba?

Yes, he was indeed born in Puerto Rico and I have made the correction. Regarding his name, in both the U.S. and in Cuba he was always reported as Nero Chink. Puerto Rican secondary sources often list his fighting name as Nero Chen, but that is incorrect.
