I'd say the young Vargas would've been able to beat up Tony by the time they let him out of Prison. Hell one of the people Vargas beat was able to for that matter.

It's hard to tell. Both at the beginning of their careers were thrown to the wolves too early.
Tony Ayala, Jr was going to fight the great Roberto Duran in 1983, but Ayala but the fight didn't materialized because of Ayala's prison term for rape conviction. That was the end of Ayala's career.
But, I think at that time, he demolishes Fernando "El Feroz" Vargas. I would pick Ayala. If Ayala was picked to fight a seasoned veteran like Duran, it meant that he was ready for the big time and big bucks.
