Well, Monroe wasn't the only fighter Bad Bennie had not fought in his career, but he also hadn't fight Bobby "Boogaloo" Watts as well, so you should research why those 2 you mentioned didn't fight each other.

Briscoe and Monroe were best friends. THey wanted 100 Grand each to fight. I can't believe this came up as I spent several hours yesterday reading Philadelphia papers about Briscoe and George Benton.
