In this case the different class thing is literal. As in different weight class. Jeff Fenech was just generally bigger than Tapia. Tapia was excellent as a Bantamweight, and solid at 122 pounds too, but at 126 pounds he was just so so.

Fenech had his best moments at the higher weight classes and has a natural size and strength advantage over Tapia. Not a huge one, but he has one. At Bantamweight as its proposed here I'd suspect that Tapia would be at his strongest while Fenech isn't quite at his peak yet. So the matchup favors Tapia at Bantamweight and Fenech at any weight higher than that.
