No I don't think so. He moved his head a lot, which made him more difficult to hit.
And he was always his body moving forward. Maybe this is why it seems to you that he was leading with his head illegally. If you watch closely, you can tell he isn't it trying to headbutt his opponent or anything like that. I haven't ever heard of any of his opponents complaining that he was doing anything illegal.
