Back before Federal ID's, fighters in the Midwest would take an alias that they would use to lose under, in a different state. There was essentially a group of fighters who did this in Missouri, Indiana, and Oklahoma in the early 90's. Oklahoma did not have a commission, so it was easy to cheat their. But for some of the other states, fighters like Verdell Smith, would use an alias in Indiana to fight under that would become his identity up there.
This doesn't really happen now, since fighters now have Federal ID's. I'd assume that some try and cheat, but their are now reprecussions if you get caught cheating.
