I am new to the site. can anyone fill me in on what the "federal ID" is on some of the boxers listed? does this mean they are currently in prison?

NO. Nothing to do with prison
Every professional boxer in the USA must now have a Federal ID in order to box. It started up 10 years or so ago in order to prevent boxers falsifying their ID (ie. fighting under phony names when they are suspended, risking injury.)
It's basically your "passport" to allow you to box in America. Your home State issues the ID.
