Feather Frankie Neil (1902)

I have a day-after newspaper article that states Frankie Neil, who fought Abe Attel in 1902 for the Feather Title when he was 18, died of pneumonia at St. Paul's Hospital, Vancouver, B.C., Canada, on December 19, 1924.

A few questions:
1) If it is THIS Frankie Neil, was he born again?

3) Where's that 1902 title bout, or was that a factual error on the part of the paper?

Records should be combined, except for the Walcott bout, Neil would have been 11 years old at the time. He actually fought Harry Forbes for the title in '02. Can't find anything on date of death, and no idea where that date came from.
