Larry Holmes/Big John Tate/who fought toughest opposition?

You know ,I grew up in the 1970's,back when they showed a lot of heavyweight'title'fights on network television
(many were stinkers)
but i got to thinking,did Big John Tate fight better opponents then Larry Holmes did when he had his belt?
