I can't recall this fight well enough to tell you who I thought should have won though I've heard frequently that this is a disputed decision. Most believe Fenech should have won from what I hear.
Roth & Moretti were watching the same fight. Anytime 2 judges are within a round or 2 of each other (most especially in a 12 rounder), they're watching the same fight. Both saw it close Moretti just happened to be a slight bit closer.
