wba interim welterweight title?

it said Frederic Klose fought for the interim title? is this a mistake cotto is an active champion and is not a "super champion" nor had an injury or anything. i didnt hear anything abotu this being an interim title fight can someone educate me abotut this?

It's something to do with Cotto not taking on his mandatory in order to fight Mosley. I think the WBA were thinking of stripping him for a time, but had the fantastic idea of creating an interim title instead. I'm sure Cotto is craving for a glamour match with Nuzhnenko like sailers set out on their boats in search of scurvy
