Sugar Ray Robinson
'cause they held their belts or/rewon their belts, dominating their divisions and moving up and beating several men bigger than them. Ketchel knocked out the light heavy champ at the time but it wasn't for the belt and of course fought for the heavy title. He also had a legitimate claim to the welter crown as well but moved up to middle shortly. Greb fought everybody and even beat Tunney. Robinson dominated welter, middle and rose to light heavy (almost winning the crown there as well)
