Who was the best contender of the 1950s that did not win a title shot or fought or a title, but did not became champion?

Some of theses guys did fight for a title....but my list would include

Billy Graham may have been the best. Agree that Kenny Lane would have to be up there. Spider Webb would have to be up there as well.
