Why is Alvin Williams light heavy and not heavy?

Is there any reason why Alvin Williams
http://www.boxrec.com/list_bouts.php?hu ... &cat=boxer
is not a heavyweight? Wasn't the margin 1963 at 175+?

Are the divisions for boxers calculated or typed in by hand?

I would say he fought most of his career at 175, weight classes are all judgment calls.

So how do you assess a weight class for a fighter who has only fights with unknown weights?

You can compare opponents. Also, reports often tell you the weight class the bout is contested in.
