Having a look on the Bantamweight world champion fights, i noted that Bushy Graham (http://www.boxrec.com/list_bouts.php?hu ... &cat=boxer) got both NBA & NYSAC vacant titles on 1928-05-23 against Izzy Schwartz whereas Bud Taylor (http://www.boxrec.com/list_bouts.php?hu ... &cat=boxer), who won the NBA title on 1927-06-24, is said to quit it on 1928-08-20 that means after the Graham victory:
"Taylor abandons the NBA Bantamweight World Title a month later, on August 20 (1928), to campaign as a featherweight because he was unable to make the bantam 118-pound weight limit any longer."
There is may be a mistake somewhere
Taylor had been stripped in may 1928 for failure to make any defenses and because of his apparent inability to make weight.
Both NYSAC and NBA recognized Graham's May 23, 1928 bout as a title bout.
For whatever reason -- I presume because Taylor's "stripping" was not generally reported -- Taylor sent a telegram to Jess Mcmahon, promoter at MSG, on Aug 20, 1928 stating he was giving up the NYSAC title and would campaign as a feather. I think it was just a publicity move by taylor -- why would he telegram McMahon and not the prez of the NBA? Plus, NBA had no jurisdiction in NY at that time -- NY not one of the then 26 states signatory to the NBA.
So, Graham did win NBA title in May, and yes Taylor did :give up" the NBA title in August -- but, ion fact, he ahd already been stripped!
