I am assuming this is a mistake. the wbo champion dzinziruk is facing his mandatory and just fought a highly ranked opponent. verno is the ibf 154 lb champion so i believe you ment to say its phillips vs williams for the ibf 154 lb belt as it appears impossible for them to fight for an interim wbo belt as there is no reason for an interim title fight and phillips has his own title

According to the last but two paragraph of this article on http://www.BS.com the WBO light middleweight interim title will be at stake: "In a strange twist, Phillips’ IBF title is not on the line. The IBF would not sanction the fight because Williams was not ranked by their organization. The WBO sanctioned the fight for their interim-title at 154."
