- Defeated Francisco Tejedor by a twelve-round unanimous decision to win the IBF Flyweight Championship on April 22, 1995. Romero defended the title once before relinquishing it to move up in weight.
- Suffered his first defeat against Willy Salazar on September 8, 1995. The fight was stopped after the seventh round because Romero's left eye was swollen shut. Romero suffered an orbital fracture.
- Knocked out Harold Grey in two rounds to win the IBF Junior Bantamweight Championship on August 24, 1996.
- Earned Comeback of the Year honors from The Ring for 1996.
