Fluellen was one of the boxers involved in the Ring Magazine Scandal. Fluellen, a Bellaire, Texas policeman, had retired in 1975; before he was approached in 1975 by Chris Cline with an offer of a national ranking, and a spot in Don King's United States Boxing Tournament, if he would take Cline on as his manager.

Fluellen accepped Cline's offer, and would subsequently be rated 10th in the middleweight division in The Ring Magazine's January 1977 ratings. In the March 1977 issue of The Ring, Fluellen was awarded the "Progress Award", though he had not fought since 1975.

Shortly thereafter, when the 1977 edition of the Ring Record Book appeared, Fluellen was shown to have had two fights in Mexico in 1976. Fluellen swore in an affadavit, that the fights did not take place.

Fluellen never participated in the tournament, as it was cancelled before he could fight.
