Palmer, who went blind shortly after his boxing career ended, proposed in 1938 that blind people should carry a doctor's certificate to prove that they really were blind. He also thought the blind should be prohibited from wearing dark glasses. That would stop panhandlers from passing themselves off as blind. Palmer claimed he was the first person to identify himself as blind by carrying a white cane. In 1940 Palmer came up with a well-publicised plan for world peace, by curbing the profits of munition makers.
