The Nov. 24, 1924 BELLINGHAM AMERICAN newspaper printed a short bio of Lillard. He was 22-years-old at the time, and weighed 122 pounds. His record at the time was 14 KOs in a row.
By 1928, Lillard was promoting out of Corvallis, Oregon. He also managed a stable of boxers as well, which included brothers Austin and Chuck Rosander, and Oregon barnstormer Frankie (Buzzsaw) Burnell
In 1931 he was a boxing promoter out of Marshfield, Oregon, he had moved on by the mid-1930s, as Tex Salkeld was the promoter there during that time frame. He would then promote boxing and wrestling in Klamath Falls, Oregon starting in 1931. Lillard also promoted shows in Bend during the 1930s, and in Medford starting in 1932. Lillard was also named promoter in Roseburg in 1933, but never actually promoted a show, as there was little support for pro boxing at that point in Roseburg. Lillard would promote in Klamath Falls and Medford through the effective end of semi-regular boxing in Southern Oregon in the mid-1950s.
As with many boxing promoters of his era, Lillard promoted wrestling in both Klamath Falls and Medford, which was much more popular than boxing in Oregon.
