LAS VEGAS, Nev., Aug. 13— Milton McCrory knocked down Colin Jones in the first round today and then stood off a furious attack in the late rounds to win a split 12-round decision and the vacant World Boxing Council welterweight championship.

Staggered by Jones in both the seventh and ninth rounds, McCrory, an undefeated 21-year-old from Detroit, used his boxing skill and superior height to stay away the next few rounds and then rallied in the final round. His flurry in the 12th brought him the 147-pound championship vacated by Sugar Ray Leonard when he retired.

Judge Angel Tovar of Venezuela scored the bout 114-113 for Jones, but two judges from Mexico, Anselmo Escobar (115-111) and Ray Solis (115- 114), gave the edge to McCrory.

McCrory weighed the division limit, and Jones, from Gorseinon, Wales, 146 1/2. Fought to Draw Earlier

The two had fought to a draw in Reno on March 12, the only blotch on McCrory's 21-0-1 record. This fight was almost a duplicate, except for the knockdown near the end of the first round. McCrory caught Jones with a left, then put him down with a right to the head.

The former Welsh coal miner didn't appear seriously hurt, but McCrory scored big again in the second round in the 106-degree heat at the outdoor arena of the Dunes Hotel.

Jones, 21, the European champion, lost the first four rounds but then started his comeback, trying to catch up with the dancing McCrory.

He finally used his power effectively in the seventh. After scoring with a series of left hooks and a right, Jones nearly put McCrory down with a left jab. Jones Drops His Hands

McCrory danced again in the eighth but in the ninth couldn't keep away from the power of Jones. Two lefts to the head and a right to the body near the ropes nearly put the American down. Then he began staying away, and Jones even put down his hands and urged his foe to fight.

McCrory wasn't willing to trade punches in the 11th but came out fast in the 12th.
