Kelly was a referee in the Lehigh Valley of Pennsylvania. Kelly was a frequent unsuccessful candidate for political office in the 1960s as a member of the Democratic Party, serving as a delegate to the 1964 Democratic Convention. Kelly worked as a private contractor and building superintendent for the Bethlehem School District. Kelly had served as a Naval aviator during World War I and had attended the University of Maryland and the University of Pittsburgh.
