Nick Tetoros 141 lbs beat Ben Smullen 140 lbs by TKO in round 3 of 12

This fight was recorded for vacant WBO Intercontinental light welterweight title. However, given the fact Mohamad Abdulaev beat Philip Holiday for the same title in January of the same year, and went on to defend against Jesse Feliciano in 2004 & Juan Godoy in 2005 it is safe to say it was not a sanctioned title fight.
Also note, Tetoros was over the weight limit, therefore could not claim the title if it was sanctioned as such.
It may have been 'Interim' title, but considering the above there is no point in seeking clarification from title governing body.
