At the time of the declaration on January 15, 1940, he was working as a longshoreman and was a divorced father of a 6-year-old daughter, Patricia. He was 5 feet, 9 inches in height and weighed 175 pounds. As Peotr Mikulin, he emigrated to the United States while sailing on the SS China from Kobe, Japan and arriving in Honolulu, Territory of Hawaii on April 2, 1910. In regards to his nationality, he listed himself as a Russian.
