Tom Painter was an American boxing referee in the American inter-mountain area during the early 20th century.

He was born in England in 1862 and moved to Wyoming when he was 12, where he became a cowboy herding cattle, got into the business of raising cattle himself, and then became "one of the most expert stockmen in Western Wyoming." He presumably became an American citizen.

A boxing fan since he was a boy, Painter began refereeing bouts around 1885. He gained wider fame when he officiated over the early 1891 George LaBlanche-Jim Williams bout in Salt Lake City. He continued these duties up to at least 1916, including the Jack Dempsey vs. Terry Kellar (1st meeting) fight.
