- 1931-03-08: Governor William G. Conley announced he had signed a bill legalizing boxing in the state. "The measure will become law in ninety days." The bill creates a three-man boxing commission named by the Governor to govern wrestling and boxing. "It limits boxing bouts to twelve three-minute rounds." New York Times (George Phillips of Wheeling becomes the head of the newly-created Commission. The Ring, Sept. 1931, p. 64.). The bill became effective on July 1 1931.
