The fact is Charles has
never been Undisputed Champion, and that seems to be the standard to break into the top 5 or 6 of the list.
Charles has had his opportunites to improve his credentials...
As it stands: Charles won the WBO title, had a single defence and lost it.
Charles has also been given three (failed) shots for world titles...
Week 9: lost a WBO title shot to Dillon.
Week 13: lost WBC/WBA title shot to Fox.
Week 37: lost Undisputed title shot to Spinks.
Frankly, you can have no complains...
You have been given more shots than most others...

To go over a few things from your last:
As for as title shots go:
Charles lost to Delaney in week 9, not Dillon Charles lost to Spinks in week 37 while in a dead even fight (Leading on one card) due to a cut. Delaney was an eliminator fight and Fox was a mando fight for him. The only title shots Charles got (Besides Spinks in week 37) were fights that were mandated. Charles was never offered a title shot as a challenger (Even though being in the top 10 virtually all season). Thus, the more chances you get at a title shot, the more titles you will win. Charles easily could have avoided Fox and went after Virgil Hill. Charles easily could have avoided Spinks in the unification fight and tried to bottom pick the top 10, like some champs have done. He always tried to fight the best.
I rated Fox, Spinks, and Calzaghe higher than Charles. Don't see what you point is in pointing that out already. However, besides Fox, Calzaghe won a close decision, dropping Charles in the last round for the win. Not like Charles was blown out of the water. Spinks does have three wins, but none of them were blow outs. One fight was a close decision, I think Majority. One fight was a late KO, while Charles was up on the cards. One fight was stopped late on the cards due to a cut, with the fight even on two cards and Charles up on the third card. Anyhow, I don't have a problem being ranked below these guys.
Hill above Charles? Give me a break. Charles easily beat Hill, has a better overall record. So he's above Charles for being a one time WBU champ?
Dillon I don't agree with. Granted, one time undisputed champ. However Charles is 3-1 against him and BEAT him to win the WBO belt.
Jones Jr? We're both 1 time WBO champ. Never fought each other, but how could you say that he is easily better than Charles? By being a "constant title challenger"?
Gibbons? Charles beat him in his WBO defense. How could you say Gibbons is easily better? By being a WBA champ?
Rosenbloom? Look at the body of work. Look at how he didn't want to give Charles a rematch off the draw, that appeared to be a Charles win?
Again, you are just going by belts and not the whole body of work. Some of these guys got tons of title shots just because they were the bottom of the top 10. Sure, you will pull an upset or two. If you win an undisputed title by beating one man, but never get a winning defense from it, was it REALLY that impressive?!?!
I'll make my top 10 at the end of the season........
