Although Serrano could be crafty, I think you're probably right. During his title reigns, Serrano largely avoided punchers. Two decent punchers he fought, Uehara and Roger Mayweather, smoked him. He and Arguello were rival junior lightweight champions, but they never met.
I never went overboard on Valero because of his generally weak opposition, but I think he would eventually find Serrano's chin lacking and take him out.
