I don't think Frampton was ever classed as the IBF mandatory.

He's won two IBF Title Eliminators and the current IBF Champion won't fight him. And his fight against Parodi was called a final eliminator.

I don't really think any of the champions hav ducked carl to be honest even Quigg the way I've always seeing it is that both carl and Scott hav only ever had 1 foot in neither of them really wanted to fight each other yet none of them wanted to lose face though.
