I've never heard of that, but a pro-active approach is always a better idea than a reactive one.
This obviously has to account for different kind of offenders. Some like kids, and that is an impulse thing. They have to be trained to control the impulse, in much the same ways as gamblers control gambling.
However, there are paedophiles who are attracted by the power and the pain they can cause. Two very different types of offender.
The documentary I watched was really interesting, and the figures show that the German example is working a damn site better than ours.
