Berto is a career welter, champion for 2 years, the number 1 WBA contender (I think most of the rankings are BS), but lost to Guerrero and Karass. You did however fail to mention his re-dedication and 2 impressive wins after the losses. His latest was a KO of Joseito Lopez, which in my mind is as good as Rios or Algieri. Berto took him out about the same way Canelo and Maidana did. None of the 3 are elite competition. No, Berto is not elite either, but like I said in another post, this fight is not about the biggest challenges or legacies. Its about giving the fans an entertaining fight for free. If Floyd wanted the biggest PPV draw, he wouldn't be fighting Berto, you can bank on that. He can take on whoever he wants. Algeiri won a few rounds vs Khan, Berto would get anhilated by Khan (but could always land a hayemaker).
Algieri beat (officially anyway, but either way it was close) Provolikov.... Berto hasn't had as good a win since..... Collazo 2009.

Berto doesn't box, he was getting outboxed by shot Lopez before he finally caught up to him and Lopez is far from a boxer. Berto is a fast-handed brawler with crappy defense, low workrate, no jab, and while he can hurt you if he catches you with something you don't see, his power is not especially impressive otherwise. He has heart but has simply not improved his boxing craft over his career. Rios would just walk through his stuff and bang on him all night and Algieri would outbox Berto easily. This is not to say that either of them are that good. It's that they are good enough to beat Berto. Berto's last fight against a semi-credible opponent he got beat up and stopped by journeyman Soto-Karass. Before that, beat up by Guerrero(who has since been exposed as a top 20 Welterweight at best) and Ortiz(not much needs to be said here).
