He's on my top 10 at cruiser. Anyone in the top 10 of a weight division is close to a world title shot.
That's what I'd class as fringe world class. He's done more at cruiserweight than Bellew.

Don't worry I know that I'm in the minority and ppl might find it deluded but I seriously rate Ovill at cruiser.
I also rate a couple if his wins as better wins recently than some on the list domestically and globally.
Afolabi to me always seems a couple if fights from becoming a journeyman.
Ramirez only high ranking is due to his Afolabi win which I don't rate that highly.
Kalenga I rate similar to Mckenzie but he's got the recent loss.
Arslan I feel is slowly in decline.
Kudyrashov has a good record on paper but I feel Ovill has better wins and I didn't think that much of Kudyrashovs last performance when stepped up slightly.
I also haven't seen many fighters improve as surprisingly and rapidly as Ovill. Despite his record and age id say hd is currently at his prime.

McKenzie recently struggled to beat Askin who is only at English title level. He is not a top 10 cruiserweight and he has not done enough to suggest that he is fringe world or European class either. I don't think there is anything wrong with him being outside of the top 30.

You say Mckenzie has lost at domestic class plenty of times. Ovill has completly cleaned out the division domestically.
In my opinion Askin is a better level fighter than Malik Scott. I'd go as far to say Malik Scott is one of the most overrated fighters of the modern era.
Stuart Hall isn't good enough to win a British title at the moment and is probably the worst British world champion of all time.
Also potential shouldn't be included in rankings. Campbell gets in on the back of 1 fight when Ovill has beaten fighters of similar stature over the his last 3 domestic fights.
