Who says Briggs is that bad? Haye simply hasn't proven himself to be that good.
On paper Haye is an absolute nobody at this moment, yes partly because he hasn't been active for 3,5 years, but really, what has Haye proved more as Briggs has at this point?
Why would any top contender fight Haye and not Briggs?
They are really quite equal at this point, perhaps not in the ring, but they certainly are on paper.
I've already suggested Ortiz, a boxer that does have the skills and ranks, but can't bring in the money because his fans got no money, but Haye doesn't seem to want to fight him either. In other words, Haye can't fight top contenders, the subleague can't offer anything for Haye and neither the other way around and behind that you'll find Shannon Briggs.

David Haye once talked himself into a match, but he's basically a cruiserweight that wants to beat the heavyweights, but can't.

For me Haye seems to be just after cash and nothing else.

Any top 30 fighter can easely avoid David Haye because he's too low ranked, so Briggs really isn't such a bad option.
Somehow Haye seems to wish to avoid that option and wishes to become the new Briggs himself.

Because Briggs hasn't beaten anyone decent in years. If anyone wants an easy fight and had to choose to fight Haye or Briggs I'd put money on Briggs being picked everytime. Haye's goal is a world title shot and the only way is to get up the rankings as quick as possible, beating a 44 year old Briggs isn't going to achieve that. Watch how slow Briggs was in his last fight, he's just a loudmouth meathead who is past his best and trying to get one last big pay day before retiring. Go through Briggs record, anyone he has beaten in the last 10 years Haye would beat even easier.

In fact Briggs is ranked higher and I don't see anyone out there who's ranked higher as Briggs that does want to fight David Haye.
If you lose against Haye you're ranked bottem and if you win you achieve no higher ranks, Briggs is the only one that clearly wants to fight Haye and is ranked higher as Haye himself.

Looking at the last clip I saw of briggs hitting the heavy bag, he appears to have absolutely zero gas in the tank, he looked exhausted after about 10 seconds.

He's just a roided up former name now looking to cash out.

Haye is a hard puncher, fast and in shape, in todays HW scene that makes him a dangerous opponent for any HW around. I would favour him over Fury, AJ, Wilder, Martin and several other of the top HWs, by definition that makes him world class. What makes Briggs a world class fighter because I see Briggs losing to all of them.

That's the only guy I can think of who's after a UK fight, got a high rank and would be foolish enough to make this choice. As a fighter I think they are pretty much equal, both just below the real top.

Briggs had two fights in 2015, one against against 48 year old Pettranyi who was coming off a KO loss, and the other against a shot Marrone who came out of retirement to fight Briggs. You do know boxrec rankings aren't official in any way don't you? Boxrec rankings mean little and are worked out on a daily formula, the fact Haye has been out the ring for 3.5 years would affect them anyway. Even if you go by them Briggs is currently ranked 47th and Haye 48th so hardly anything it them anyway. Briggs is past it, watch his fight against Marrone, I've seen quicker statues and he can't even punch a heavy bag for more than 10 seconds without being out of breath. Haye knocking Briggs out would mean little, Haye needs far better names than him.
