You're just regurgitating a line that Hearn spewed.
Hearn claimed Spence's team told him this twice. There was no counter-offer from Haymon.
The clue is in bold.

If so why didn't Spence's team rebuke this? Why didn't Haymon make Brook an offer?

When does Haymon ever speak publically? Spence jnr himself rebuked it though. Also why is Haymons team going to make a counter offer when they're the mandatory challenger?

The mandatory challenger earns a tiny %age of the purse so Haymon could have made an offer to stop Spence fighting in UK for peanuts.
Thurman, Garcia, Spence and Khan are all Haymon fighters at the same weight that Brook holds a title. Why hasn't Haymon made Brook an offer for any of these fighters?

25% is much bigger than most voluntary challengers.

Trouble is, everyone thinks they're a star these days, and think's they're worth a fortune, some of them are right, some are delusional.

Yes.
Spence turning the fight down certainly backs up lefty's theory that Brook wants none of Spence.

Spence didn't turn it down though  .... they're waiting on the mandatory being enforced. At the moment Brook is holding it up because he's no vacating the belt but he's also not saying he's definietly going to fight at 147 again.

And it'll be another massive setback - after having his eye socket battered and broken by Golovkin - to withstand a painful, weight drained beating to Spence.

Hope he can do 147 well and put on a great show with Spence.

Brook looked great dealing with his mandos, physically he looked fine, lean and mean after making weight sacrifices. Better than the pudgy square guy of the Golovkin fight, anyway. Hoping he can still do 147 well after that weight folly, trying to be "the bigger man" against Golovkin.

How can Brook be accused of dodging other welterweights by going up two weight classes to take on the best middleweight in a decade? :oo

A fight that he wasn't expected to win for a big paycheck. No excuse.

For the cheque. Horse makes out like it's all figures on a screen and no one does anything.

I just don't get how Brook can be accused of ducking Spence Jr when he took on Golovkin instead.

I could understand if he fought No No Dan again or similar, but he took on an opponent far more dangerous than Spence Jr.

Spence Jr probably beats Brook too, that's if he is as good as he has looked to date, but fighting Golovkin was a far more dangerous proposition.

Golovkin was a better risk vs reward fight. A cynical fight that got in the way of better fights being made for both of them.

Brook might still fight Spence, so I think it's a bit too early to say he has ducked him.

Brook does have a reputation for avoiding good fights though, so he will probably fight a bunch of nobodies instead.

It doesn't matter. He's content with average opposition.

He's been a pro for over 12 years and has only fought one world class opponent that he had a chance against.

He ducks good opponents in general rather than anyone specific.
