City of Cleveland moves to protect illegal gambling, May 1931

I guest, considering the date, the most likely chain of events went something like: the bookmakers complained to the mob, the mob complained to politicians, and the Commission was told to change the rule.

After all, there is no good 'boxing' reason to outlaw draws; but a push in gambling, well that's a whole other matter, it means the bookies don't collect, so they don't get their off-the-top money, (for handling the book) and less money gets kicked upstairs to the mob; every draw is just that much more money the mob doesn't get. Draws needed to go.

If anyone can come up with a better (boxing) reason why The City Boxing Commission of Cleveland outlawed draws, lay it on me.
