It was. I read an interview with manny in the internet’s infancy back in the 90s where he said he essentially bankrolled it and three or four of his fighters fought for their inaugural titles.

Immediately comes to mind is Howard Clarke vs Fernando Vargas - yes Clarke beat someone ranked in the top 10, but earn a top 10 ranking but his record wasn't great. But I was pleased cos I won a long running bet with a friend when I saw Clarke draw (although he well won) with Michael Smyth and I said "he's good enough to hang in world class if he would get the breaks" - fighting for the world title was enough for my mate to cough up the tenner.
Didn't fight for a title, but not long ago Joey Vegas had a very lofty world rating with the WBC. again he did win some spurious belt, but his record wasn't of someone in the top 50.

I remember posting a while back about Izuagbe Ugonoh,

It doesn't get much odder than Battling Siki defending his world light-heavyweight title against Mike McTigue in Dublin on St Patrick's Day in 1923, particularly as Ireland was in the grip of Civil War. Unsurprisingly, Siki lost a decision.

He does. I was half-watching the fight but missed the actual clash so don't know whether one was more at fault than the other. Mansour had jumped in a couple of times previously trying to get in range, both cuts looked very nasty Kuzmin basically had a hole in his forehead...
