Whyte was never at anytime a mandatory. Wilder rejected career high money in an attempt to make the Joshua fight happen as soon as possible. He even offered to fight Whyte if Joshua was guaranteed after and that was rejected by Hearn.

For what it's worth I think both fighters want the fight.
I don't think their managers/promoters do though, certainly not yet anyway.

Wilder rejected an opportunity to face his highest ranked title challenger, simply because the American was greedy and wanted more money. Deontay Wilder refused Eddie Hearn’s $4m offer to face Dillian Whyte, by demanding $7m instead. However, ‘The Bronze Bomber’ then ended up taking the Luis Ortiz bout for a paltry $2.1m. Prior to that, Wilder’s career-high purse was only $1.5m (62.5% less than the offer to face Whyte).
When Eddie Hearn presented the $4m offer to Deontay Wiilder to defend his WBC world championship against Dillian Whyte, the American’s average payday at that point in time for his previous seven title bouts was merely $1.28m.
If you think my numbers are wrong, here’s a list of ‘The Bronze Bomber’ paydays from his world championship bouts that were used to calculate the $1.28m average (at the time of Eddie Hearn's $4m offer):
• Gerald Washington = $900K
• Chris Arreola = $1.4m
• Artur Szpilka = $1.5m
• Johann Duhaupas = $1.4m
• Eric Molina = $1.4m
• Bermane Stiverne I = $1m
• Bermane Stiverne II = $1.4m
Was Eddie Hearn's $4m offer really so unreasonable? Please explain your reason why you support Wilder’s insistence on receiving a $7m payday to face Dillian Whyte?

Why on earth would anyone possessing a modicum of intellect support Deontay Wilder’s insistence to only consider facing Dillian Whyte as long as he was given a guaranteed shot at Anthony Joshua. So Eddie Hearn would essentially have to negotiate the terms of two bouts at the same time.
What do you think is supposed to happen? Does Dillian Whyte have to beg AJ to agree to fight Wilder in order to orchestrate his own shot at the WBC title? FFS!

It appears that the dates for AJ's bouts against Povetkin and Wilder have been confirmed:

Unified heavyweight world champion Anthony Joshua will return to Wembley Stadium for his next two fights.
Joshua, 28, has signed a two-fight deal to compete at the national stadium on 22 September and 13 April.
The WBA, IBF and WBO champion beat Wladimir Klitschko there in April 2017 but has since fought twice at Cardiff's Principality Stadium.
"Being north London born and raised, it is in my blood. Wembley just added a fourth lion to the den," said Joshua.
"The opportunity to fight in such an iconic stadium is normally a once-in-a-career opportunity, so to be given the chance to fight there again is amazing."
His opponent on 22 September will be confirmed next week but is expected to be Russia's Alexander Povetkin, the WBA's mandatory challenger, with a view to facing American WBC world champion Deontay Wilder for all four belts in April.

I wouldn't say that is confirmed. I think this is more them showing Deontay they can make history etc. It will be underwhelming if it is against Pulev. Whyte could probably sell a bit with his antics. im guessing more haymon guys

almost all wilders opponents since having the belt have been haymon affiliated. but theres no real intriguing option there at the moment. maybe haymon should look to sign some more hws.
