They were stable mates weren't they not so long ago?. I posted a few months back how they were at one time neck and neck in the rankings and how Miller's career had left Bryan's eating dust, but it would seem the WBA disagree with my assessment whether anybody else does or not.
Hopefully we get to see if Bryan can fight or if he's ranking is the usual typical WBA political bullshit.

They used to spar but not sure when. Back in January (I think) Miller called out Bryan as he thought it would be sanctioned as an eliminator but the orgs refused it I believe. In my opinion the guys who might beat Miller can be counted on your fingers, maybe the fingers of one hand. He should now be fighting meaningful opponents i.e. better than Washington, Wach or Duhaupas. People like Whyte, Ortiz, Pulev, Parker, Povetkin. I don't expect him to step up against those guys unless it's against AJ as he's only in it for the money. Also, i'm not sure that he beats any of those guys you mentioned but he's at least at the lower end of that category rather than the level of his current opposition.

The longer it is before an opponent is announced, the worse the opponent is the usual way, isn't it?

Miller v. Trevor Bryan in the works for the January 18th card, according to ESPN. With Bryan the "Interim" WBA dumbass belt holder, talks are happening to put this one together.
